Do report viewers need a Power BI license?

Yes, unless the report sits on a Fabric capacity of F64 or larger. Below F64, everyone who opens a shared report needs Pro (or PPU for PPU workspaces). On F64 and above, viewers only need the free license. Creators always need Pro.

When is Premium Per User worth it?

For small teams that need Premium features like bigger models, more frequent refreshes or deployment pipelines, but have too few viewers to justify F64. Remember that everyone reading PPU content needs PPU too. Paginated reports do not need Premium: with Pro you can publish them to shared workspaces.

Reservation or pay-as-you-go?

A 1-year reservation is about 40% cheaper if the capacity runs all month. Pay-as-you-go suits testing or capacities you pause outside working hours.

How much does Power BI cost in the UAE and Saudi Arabia?

Microsoft publishes Power BI prices in US dollars only: Pro $14 and PPU $24 per user per month, paid yearly. There is no published dirham or riyal price, so this calculator converts at the fixed pegs of 3.6725 dirhams (Central Bank of the UAE) and 3.75 riyals (SAMA) to the dollar: Pro is about AED 51.42 or SAR 52.50. Fabric capacity in Azure's UAE North region costs more than the US price used here: $0.22 against $0.18 per capacity unit per hour. Confirm with your Microsoft reseller before you budget.

Which license do we need for Copilot?

A paid Fabric capacity (F2 or higher) or Power BI Premium (P1 or higher). Pro or PPU on its own isn't enough (Microsoft Learn). Before you switch it on, check that your model is ready: see the Copilot readiness audit.
